The authors presented the results of the pedagogical research carried out at the National Aviation University, Ukraine. To increase the efficiency of teaching Aviation English, a new approach was applied, which was based on students’ ability to be engaged in online activities and use digital tools naturally. The approach is characterized by the guided use of the machine translator Google Translate and Multitran online dictionary in the process of learning English as a language of speciality to develop students’ skills in the correct application of online lexicographic materials. To test the effectiveness of the new approach, the research was conducted, in which students of the experimental group were taught with the use of the mentioned online reference tools under the teacher’s guidance. The results of the research provide information about the positive influence of the approach on the development of the experimental group students’ professional English competence compared with the students from the control group. It proves that properly designed and purposefully introduced complex language learning activities involving online reference tools (online machine translator and online dictionary) made a positive influence on the students’ level of knowledge and can be employed in the process of language learning in non-linguistic universities. The conclusion was made that online dictionaries and translation machines are valid tools for improving the foreign language skills of students of non-linguistic universities. Benefits and disadvantages of using online dictionaries and machine translators in the ESP learning process were explored and it was concluded that online dictionaries (OD) and machine translation (MT) tools make it possible to check the meaning of a word, provide a wealth of important information about lexical elements, technical terms and idiomatic expressions. In the paper, some examples of students’ educational activities in Aviation English teaching with the use of online reference tools are given.

Pilots and air traffic controllers are demanded to have level 4 Operational to provide radio communication and the air traffic operation safety. That is why language proficiency skills are trained and tested regularly to satisfy the ICAO recommendations.

The research methodology is qualitative; it is based on the method of statistical analysis of development indicators of the EU states’ education systems according to Eurostat, the World Bank 2009-2019. The results demonstrate a significant differentiation of integration of different educational paradigm within European countries. The experience of the U states bears evidence to the differentiation of mechanisms for financing education. In general, the following financing mechanisms predominate, namely: 1) centralized + local + local transfers in 5 countries (7 countries), 2) centralized in 6 countries; 3) centralized + local transfers in 5 countries; 4) local + local transfers in 5 countries. The theoretical and practical value of the research lies in considering the identified slow transformations of educational paradigms by international organizations when developing a policy for ensuring the quality of education within the EU.

Such alternative routes to certification have raised serious issues about the qualifications of teachers trained by short-cut methods, as well as the quality of services they are able to provide. Alternative certification programs allow individuals with college degrees in other fields to enter teaching without enrolling in traditional campus-based teacher education programs. These programs are designed to reduce the time and expense of obtaining teaching credentials through a streamlined curriculum coupled with intensive on-the-job supervision.

In light of the fact that safety in the aviation industry directly depends on the high-quality speech interaction between flight personnel and air traffic controllers, communication issues in aviation and the professional speech of aviators are the subject of close consideration not only by scientists and aviation operators-practitioners, but also by the world aviation organizations. The development of students’ ability to independently master Aviation English within the conditions of the COVID-19 pandemic is a crucial role of education. The developers of curricula around the world are looking for methods through which they can qualitatively transfer the traditional education system. For this reason, the provision of quality education includes the expectation that educators will effectively use educational technologies and facilitate students’ ability to learn aviation-related English on their own. The purpose of the research lies in determining the effectiveness of distance education for students’ ability to independently master Aviation English within the conditions of the COVID-19 pandemic based on a survey of students in order to establish the key skills acquired by students as a result of studying the discipline “Aviation English”. The research methods are as follows: comparative analysis; systematization; generalizations, surveys. Results. It has been determined that all pilots flying international flights and all air traffic controllers providing services on international flights should possess a minimum level of English proficiency – ICAO Operational Level 4. It has been established on the basis of a survey conducted that a particular amount of students learn Aviation English on their own (53,42%); the other part believes that distance education is better than traditional education in the process of self-study of Aviation English (38,16%); however, a smaller number (5,63%) were unsure of the quality of distance education. Along with this, the rest of the students have noted that distance education is worse than traditional education due to the inadequate level of development of communicative competence in Aviation English (2,79%). As a result of the research conducted, it has been revealed that the following training methods, namely: exercises for the formation of radio communication skills, tasks for analyzing aviation events, communication tasks, role-playing and business games, as well as the digital method will contribute to the development of students’ ability to independently master Aviation English within the conditions of the COVID-19 pandemic. It has been established that the speech skills of students should be improved in a professional direction in order to form the ability to communicate in accordance with ICAO standards.

Teaching English especially in a country where English is used as foreign language is quite challenging. Teachers have to deal with LEP (Limited English Proficiency) students or students that have limited ability in English. Meanwhile, the students of National Aviation University, Ukraine are required to comprehend science or technical text in English because they are expected to be able to use science and technical literature in English in the process of their studying. This requirement is also obligatory on their future workplaces. They might have good skill in science field but they have limited ability of English because they do not use English regularly for everyday communication. However they should master English language because they are expected to find and comprehend any references of science subject not only from Indonesia but also from another source or country. The literature from other sources is mostly written in English therefore they need to improve their ability to master English language in order they can get a lot of new knowledge from those sources.
