Чинники впливу на формування фінансового механізму реструктуризації авіапідприємств

Abstract

У статті здійснено оцінку нормативно-правових актів, міжнародних політекономічних угод, які регулюють діяльність та впливають на фінансові результати підприємств авіаційної галузі, регламентують порядок та визначають особливості реструктуризації державних авіапідприємств, визначають стратегії реструктуризації та розвитку українського авіапрому. Обгрунтовано вплив положень законодавства на побудову фінансового механізму реструктуризації авіапідприємств, здійснено аналіз державної підтримки процесів реструктуризації авіапідприємств, зокрема наявності та реального стану виконання державних програм розвитку української авіаційної промисловості. Зроблено висновки щодо впливу прямих та непрямих форм державної підтримки, у тому числі видатків, податкових та митних пільг, часткового скасування законодавчих обмежень на здійснення закупівель товарів, робіт та послуг, проведення експортно-імпортних операцій, на формування фінансового механізму реструктуризації авіапідприємств.The assessment of legal acts, international political-economic agreements which regulate activities of enterprises of the aviation industry and affect their financial results, regulate the order and features of the restructuring of state airlines, determine strategies of the restructuring and the developing of the Ukrainian aviation industry, was done in the article. The impact of legislation on the construction of the financial mechanism of the restructuring of airlines was substantiated; the analysis of the state support of airlines' restructuring, including availability and the actual state of the implementation of the national development programs of the Ukrainian aviation industry was done. The conclusions about the impact of direct and indirect forms of the government support of the formation of the financial mechanism of airlines' restructuring, including charges, tax and customs exemptions, derogation of legislative restrictions, on procurement of goods, works and services, conducting import-export operations, were made.
