Abstract

Медична допомога наеленню — вид безвідплатної допомоги (сприяння); засобів для життя, безкоштовно поширювані серед населеннярайонів, охоплених гуманітарною катастрофоюабо що стоять на її грані. Для умов озброєного конфлікту Міжнародний Судвизначив допустиму гуманітарну допомогу як «надання продовольства,одягу, ліків і іншої гуманітарної допомоги, але це не включає наданнязброї, систем озброєння, боєприпасів або іншого устаткування, автотранспортних засобів і матеріалів, які можуть бути використані для спричинення серйозних тілесних ушкоджень або з'явитися причиною смерті». Гуманітарна допомога може бути прихованою формою підкупу місцевого населення або прелюдією до вторгнення. Однак розпад державного літакового парку на окремі авіакомпанії призвів до погіршення його стану, негативно вплинув на реалізацію заходів у галузі безпеки. Нині тенденція старіння літакового парку продовжується, отже зростає й ризик аварійності.
