Model of Ukrainian airports development as complex weighted system

Abstract

The world is changing every day. The unpredictable and rapid spread of the COVID-19 pandemic has completely shattered all the plans and strategies that have been built up over the years. The tense pandemiological situations in the world, state restrictions and the closure of borders between countries to counter the spread of the virus have directly affected the global and domestic aviation industries. And the temporary suspension of airlines and air infrastructure, caused by a sharp drop in passenger traffic, has led not only to the bankruptcy of airlines and massive staff reductions, but also to global changes in the services of the aviation industry as a whole. The International Airport Council also emphasizes the significant level of uncertainty about the prospects for the recovery of the industry. According to forecasts, the resumption of global passenger traffic at the level of 2019 will take place no earlier than 2023, and markets with significant international traffic will resume only by 2024. The situation for the Ukrainian aviation industry has also become difficult. The closure of state borders in many countries to combat the spread of COVID-19 and, as a result of the suspension of scheduled air services in Ukraine from March 17, 2020, has provoked a significant reduction in aviation activities. Therefore, one of the first disappointing situations was experienced by the domestic airport industry. Although a year ago the industry demonstrated the success of rapid development and reaching the mark of passenger turnover through the airports of Ukraine at more than 24 million passengers a year.

Світ змінюється щодня. Непередбачуване та швидке розповсюдження пандемії COVID-19 повністю зруйнувало всі плани та стратегії, які були побудовані протягом багатьох років. Напружена пандеміологічна ситуація у світі, державні обмеження та закриття кордонів між країнами для протидії поширенню вірусу безпосередньо вплинули на світову та вітчизняну авіаційну промисловість. А тимчасове призупинення діяльності авіакомпаній та авіаінфраструктури, спричинене різким падінням пасажиропотоку, призвело не тільки до банкрутства авіакомпаній та масового скорочення персоналу, а й до глобальних змін у послугах авіаційної галузі в цілому. Рада міжнародного аеропорту також наголошує на значному рівні невизначеності щодо перспектив відновлення галузі. За прогнозами, відновлення світових пасажирських перевезень на рівні 2019 року відбудеться не раніше 2023 року, а ринки зі значним міжнародним перевезенням відновляться лише до 2024 року. Ситуація для української авіаційної галузі також ускладнилася. Закриття державних кордонів у багатьох країнах для боротьби з розповсюдженням COVID-19 і, як результат припинення регулярних авіаційних сполучень в Україні з 17 березня 2020 року, спровокувало значне скорочення авіаційної діяльності. Тому одну з перших невтішних ситуацій зазнала вітчизняна аеропортова галузь. Хоча рік тому галузь продемонструвала успіх швидкого розвитку та досягнення позначки пасажирообороту через аеропорти України на рівні понад 24 мільйонів пасажирів на рік.
