Розвиток національного інформаційного простору України (2005–2014)

Abstract

У статті досліджено законодавство України щодо основних засад розвитку інформаційного суспільства в Україні за період 2005–2014 рр. Проведено науковий аналіз процесів розвитку інформаційного простору України під час парламентських і президентських виборчих перегонів в умовах євроінтеграційних прагнень українського суспільства, які завершилися Революцією гідності в Україні. Установлено, що в основу розвитку національної інформаційної політики України було закладено нові стра- тегії: зокрема, тривало доопрацювання проекту Концепції національної інформаційної політики України, Програми інформатизації України, створення системного Інформаційного кодексу України, Національного фонду цифрової культурної спадщини, Програми безперервної освіти на базі інформаційно-комунікаційних технологій, об’єднання неурядових організацій в Асоціацію громадських сил для забезпечення свободи слова і вільних засобів масової інформації та комунікації. Визначено найбільш актуальні тенденції розвитку національного інформаційного простору України в 2005–2014 рр., серед яких необхідно виділити: монополізацію вітчизняного ринку телебачення та поетапне впрова- дження цифрового телерадіомовлення; розвиток вітчизняного телевізійного кіновиробництва; формування медіа-груп у галузі друкованих засобів масової інформації та динамічне зростання вітчизняної інтернет-аудиторії.

The research of the development of Ukrainian legislation according to the main principles of the development of the information society in Ukraine during 2005–2015. The scientific analysis of the processes of development of the Ukrainian information space during the parliamentary and presidential elections and the European integration aspirations of Ukrainian society was conducted. The results of this opposition are displayed by the Revolution of Dignity in Ukraine. It was established that the basis of the national information policy development of Ukraine was the introduction of new strategies: in particular, the draft of the Concept of the National Information Policy of Ukraine, the Program of Informatization of Ukraine, the creation of the System Information Code of Ukraine, the National Fund of Digital Cultural Heritage, the Continuing Education Program on the basis of Information and Communication Technologies, the association of non-governmental organizations in the Association of Public Forces to ensure the freedom of speech and free mass media and communications. The most actual tendencies of the development of the national information space of Ukraine in 2005–2014 were determined, among which it is necessary to distinguish: a monopolization of the native television market and phased introduction of digital TV and radio broadcasting; development of native television film-making; the formation of media groups in the field of printed mass media and the dynamic growth of the native Internet audience.
