Розробка ефективних державних механізмів забезпечення національної економічної безпеки

Abstract

Процес формування і реалізація державної політики національної безпеки сьогодні є чи не найголовнішою проблемою в Україні. Сучасні реалії існування України як незалежної держави потребують у межах реалізації політики національної безпеки урахування прагнення країни реалізовувати національні інтереси во всіх сферах життєдіяльності суспільства. Тому теорія і практика забезпечення національної безпеки прагне негайної розробки політико-правових засад організації системи стратегічного планування у сфері національної безпеки, сучасних методів та інструментів діяльності держави, спрямованих на розбудову та досягнення найвищого рівня національної безпеки. Сьогодні склалася така ситуація, що фактично Україна у збройному протистоянні захищає Європейські цінності та протистоїть імперським зазіханням Росії. В той же час, особливістю України є сильний вплив на національну безпеку як внутрішніх, так і зовнішніх загроз. Найбільш небезпечними слід вважати: політичну нестабільність, соціальну незахищеність основної частини населення, залежність економіки від експортних поставок, нерівномірність економічного розвитку регіонів, екологічну напруженість, низькі темпи впровадження інноваційних технологій і випуску інноваційних продуктів. У статті розглянуто сучасний стан та визначено існуючі методичні положення, які розвивають підходи до оцінки і аналізу механізмів державного забезпечення національної економічної безпеки. Визначено суть чинної Стратегії Національної безпеки, як такої, де визначено основні загрози національній безпеці та механізми їх подолання.

The process of formation and implementation of the state policy of national security today is almost the most important problem in Ukraine. Modern realities of the existence of Ukraine as an independent state require to take into account the country's desire to realize national interests, within the framework of the implementation of the national security policy, in all spheres of society's life. Therefore, the theory and practice of ensuring national security seeks immediate development the political and legal principles of organizing a system of strategic planning in the field of national security, modern methods and tools of the state, aimed at developing and achieving the highest level of national security. Today is a situation, in fact, when Ukraine protects European values in an armed confrontation and opposes the imperial encroachment of Russia. At the same time, Ukraine's peculiarity has a strong influence on national security, both internal and external threats. The most dangerous are: political instability, social insecurity of the bulk of the population, dependence of the economy on export supplies, uneven economic development of the regions, environmental tension, low pace of implementation of innovative technologies and the issuance of innovative products. The article considers the current state and defines the existing methodological thesises that develop approaches to the assessment and analysis of the mechanisms of state security of national economic security. The essence of the current National Security Strategy, as defined by the main threats to national security and mechanisms for overcoming them, are determined. The modern state and certainly existent methodical positions which develop approaches to estimation and analysis of existent mechanisms of the state providing of national economic safety is considered. Essence of operating Strategy of National safety is certain, as such, where the basic threats to national safety are certain and mechanisms of their overcoming.
