The share of different types of transport in the total volume of passenger traffic during the years of independence of Ukraine is compared, and the corresponding conclusions concerning tendencies of development of air transport in Ukraine are made. It has been proven that high-income passengers remain the main type of passengers on domestic routes. Further growth in demand will depend on the growth of the country's economy, airline tariff policy, frequency of flights and ease of connections. The significant growth of passenger traffic in the international connection is partly explained by the trends that began in 1990. Following Ukraine's declaration of independence, imports of imported goods have increased significantly and demand for travel abroad has grown significantly. It should also be noted that the transport infrastructure of Ukraine allows to reach any point of the country using terrestrial modes of transport, which are significantly cheaper than aviation. It is no wonder, therefore, that most domestic airlines are focused on international transportation. Considerable potential for the development of international flights lies directly in the geographical location of the country, which is capable of providing high transit passenger traffic. Analyzing the work of Central European airports, it should be noted that Ukraine was the leader in the growth of passenger traffic. Airports of Ukraine served 10.7 mln passengers in six months, which is 20 % more than in the same period last year. In terms of passengers number carried, Ukraine came second after Poland – 22.3 mln passengers. Romania is in third place with 10.5 mln passengers.

The combination of state regulation and market self-regulation provide the effective development of the economic system of maritime transport and its basis - sea ports. However, in today's conditions, state and market regulators act uncoordinatedly and ineffectively, which causes the need to revise the content and improve the tools of the state's regulatory impact on the economy of sea ports. To provide the development of port economy it is necessary to combine and coordinate sectoral and territorial directions of state regulation and to form an appropriate effective economic policy.

In the field of transport, the EU White Paper is an important document that defines the main priorities for the development of transport infrastructure. This document estimates the cost of infrastructure development in the EU for 2010 - 2030 at 1.5 trillion euro’s (Official site of the Delegation of Ukraine to the European Union, 2017). It is justified that the lack of funds for the modernization and development of transport infrastructure can be compensated by introducing the principles of "polluter pays" and "user pays", along with special attention to the most vulnerable members of society; providing guarantees for loans and working capital for infrastructure development; involvement of the private sector, international institutions and other international partners, including through partnerships with stakeholders and the principle of accountability based on clear rules and functions.

It was also proved that the volumes of transportation of goods by rail are closely related to the volumes of production of industrial goods and agricultural products. The volume of goods shipment by rail is characterized by close relationship with the output of production of industrial and agricultural goods. The forecast of departure of coal by rail was developed in the article (as cargo with the highest share in the overall cargo turnover) on the basis of autoregressive model of growth considering economical changes in Ukraine. Taking into account the experience of international countries, ensuring the efficient operation of the rail transport operation is possible only on the basis of developing a forecast of its activities. This will allow to find a reserve for its transportation and throughput. Informational and methodological basis for the article is publications of scientists doing research in the field in question, materials of periodicals and Internet sources. Taking into account the country’s production potential for the study of economic development of both rail transport as a whole and its separate lines, including those with low activity, the authors developed a model of economic growth for both the gross domestic product as a whole and for individual branches the current economic structure of Ukraine, especially for rail transport. The quality of available statistical information influences significantly not only the process of parameterization, but also the quality of the model and the results of the whole modelling process. The information on the dynamics of economic features is used. It is represented in the form of time series of indicators. Time series of this economic variable is a sequence of values, measured at regular time intervals during the analyzed period. According to the results, the turnover of Ukrainian railways (including low-intensity lines) will decrease in subsequent years. This is due to a decrease in production in many sectors of the economy. At the same time, the achieved results should be taken into account in the operational model of railways in the future.

The main directions of further management development in the 21st century to ensure the competitiveness of Ukrainian business and its adaptation to the conditions of globalization are scientifically based. The basic principles of building the Ukrainian management model, which are in line with global development trends, are proposed and substantiated. It was concluded that a balanced approach to the formation of the management team, taking into account the peculiarities of the Ukrainian mentality and the situation in which Ukraine found itself, is one of the most important strategic tasks for society in today’s conditions. The transition to a market economy and the position of Ukrainian business in the international community largely depend on this.

Methodology. The survey is based on a comparison of data from two sets of respondents surveyed in 2016– 2017, using the same questionnaire. Passengers were asked to fill in questionnaires by themselves. In total, more than 100 passengers were interviewed. The paper also is based on special railway ticket desks reporting forms of 2016–2017.
