Abstract: У статті узагальнено системні ризики, що супроводжують розвиток ядерної енергетики: екологічні, технологічні, ризики для життєдіяльності населення внаслідок техногенних аварій, радіаційних викидів на АЕС; загрози «безпеці майданчику» АЕС. Визначено роль міжнародних організацій (ВАО АЕС, WENRA, IAEA, WNA, FORATOM, EUR, МАГАТЕ, Євроатом та ін.) у формуванні світових стандартів та пріоритетів забезпечення безпеки розвитку ядерної енергетики. Представлено ризики розвитку АЕС в Україні та надано стратегічне бачення шляхів їх мінімізації на період до 2035 р. Визначено пріоритети забезпечення безпеки розвитку ядерної енергетики у ХХІ ст. на основі інноваційних підходів, гарантування технологічної та екологічної безпеки діяльності АЕС; оптимізації капіталовкладень та можливості роботи АЕС на природному урані (без його збагачення), що усуває ризики виробництва ядерної зброї країнами, які мають ядерний технологічний цикл.
.The article deals with the world experience in determining priorities for securing the development of nuclear energy. The role of international organizations (WANO, WENRA, IAEA, WNA, FORATOM, EUR, IAEA, Euroatom, etc.) has been identified in the formation of world standards and priorities for the development of nuclear energy that systematically covers: safety of operation of NPPs and research reactors, fuel cycle installations; radiation protection of the population and the environment; radiation safety of personnel, radiological protection and safety of radioactive sources; safety of transportation of radioactive materials; safety of radioactive waste management of spent nuclear fuel at NPPs and their disposal, decommissioning, restoration of contaminated sites and readiness of response of the Ministry of Emergencies (Ministry of Emergency Situations) of the country in the event of emergencies at the NPP; priorities of peaceful application of all components of the nuclear power generation complex. Generalized systemic risks of nuclear energy development in the world. The risks of NPP development in Ukraine are presented and the strategic vision of ways of their minimization for the period up to 2035 is presented. The priorities of ensuring the safety of nuclear energy development in the XXI century are determined. on the basis of innovative approaches, guarantee of technological and ecological safety of NPP activity; optimization of investments and the possibility of NPP operation on natural uranium (without its enrichment), which eliminates the risks of producing nuclear weapons by countries that have a nuclear technology cycle. Generalized world experience in determining priorities for securing the development of nuclear energy, substantiating the priorities of implementation of innovations at nuclear power plants of the countries-leaders of the development of nuclear energy in order to minimize the onset of technological, environmental, social and other occurrences. risks, for the peaceful use of the atom. Generalized world experience of the countries-leaders in the development of nuclear energy in ensuring the safety of nuclear energy development. The article defines the priorities for securing the development of nuclear energy. On the example of Canada, the benefits of innovative technologies (CANDU EC6) and their impact on efficiency are considered; safe operation and safe environmentally-friendly nuclear fuel cycle (nuclear technological cycle), etc.
В статье обобщены системные риски, которые сопровождают развитие ядерной энергетики: экологические, технологические, риски для жизнедеятельности населения вследствие техногенных аварий, радиационных выбросов на АЭС; угрозы «безопасности площадке» АЭС. Определена роль международных организаций (ВАО АЭС, WENRA, IAEA, WNA, FORATOM, EUR, МАГАТЭ, Евратом и др.) В формировании мировых стандартов и приоритетов обеспечения безопасности развития ядерной энергетики. Представлены риски развития АЭС в Украине и предоставлено стратегическое видение путей их минимизации на период до 2035 г.. Определены приоритеты обеспечения безопасности развития ядерной энергетики в XXI в. на основе инновационных подходов, обеспечение технологической и экологической безопасности деятельности АЭС; оптимизации капиталовложений и возможности работы АЭС на природном уране (без его обогащения), что устраняет риски производства ядерного оружия странами, которые имеют ядерный технологический цикл.
